I think the best time of the day to make urban HDR’s, are in the Blue Hour, you know the period of time right after sunset – or right before sunrise – where there is neither full daylight nor complete darkness, and the sky turns dark blue.
The photo above was made during the blue hour in the Shibuya district in Tokyo, you see how it has the feeling of a Night shoot, but the sky it’s “dead” meaning the sky isn’t totally dark, but it has a nice blue color.
